Skills
At character creation Skills have a Max of 2 and Skills within your Favored Set have a Max of 3.
Assign 2 dots according to your Nationality's Culture. Place a dot in two of the three of your nations favored skills
Assign 1 dot based on your Background. This represents your upbringing or occupation before becoming a shinobi and is completely up to you.
Choose a Favored Skill Set by filling in all 3 "Fav Dots" and assign 3 Skill dots within that set. This set has a skill max of 4 and a set max of 15
Choose 2 sets as standard skill sets and fill in 2 Fav Dots. These sets have a skill max of 3 and a set max of 8
The remaining 2 sets will be your poor sets and will have 1 Fav Dot filled. These sets have a skill max of 2 and a set max of 5
Assign 3 dots wherever you like

Specialties
Choose 2 Skill Specialties. Each Skill can only ever have one specialty. Specialties give you +1 Dice whenever you use that specific Skill in the specified way. For example you might have a specialty of Ice Skating in Finesse. You would get +1 Dice to Ice Skate while rolling Finesse but you would not get +1 Dice if you were to Ice Skate using Athletics.
Special Abilities
Create a Special Ability as a Genin and a Critical Ability. Genin Abilities must modify Effect and not Dice. Unlike Skill Specialties, Genin Abilities are not Skill specific. Offensive Genin Ability bonuses can only be applied once / action and do not multiply when spreading your successes out between multiple targets. Examples are:
+1 Effect to use Pyromancy
+1 Effect when swimming
-2 Effect when targeted by Burn
+1 Effect to use Pyromancy
+1 Effect when swimming
-2 Effect when targeted by Burn
Equipment
Gain 10 gold to keep or spend within your Favored Skill Set's Equipment
Gain 10 gold to keep or spend within any Skill Set's Equipment
Gain 10 gold to keep or spend within any Skill Set's Equipment
Jutsu
Create 2 Jutsu from your nation and 1 from any nation
Include Name, Nation, and Description
Include Name, Nation, and Description
Honor
Roll 1d6 to determine starting Honor
